Whatever build you have is not Beta 2 since Beta 2 is not out yet. Beta 2 may be out in a few weeks. I have been using what shows as Windows Vista Beta 2 Version 6 build 5308. It sounds like UAC in it will be very similar or the same as that in the public Beta 2 version. As soon as beta 1 shipped, the UI was changed to indicate Beta 2. As I said, 5308 is not Beta 2 regardless of what the UI says.
